I don't think it is possible to know who has acquired a Bitcoin. The transactions are anonymous and we cannot know who owns the addresses. It is only possible to see the IP address of where the transaction occurred, but we cannot specify the person.

I believe there are companies that are now working to trace every Bitcoin transaction. However I am not really sure if they can also know who specifically cashed it out.
