Will the coming Bitcoin halving have an effect on price?

Halving means that the rewards that will be given to miners will be cut into half. In other words, the supply rate will also lessen.

So, it's like a profit-sharing scheme? The other half will remain untouchable until the broker allows it? Pardon me because I am not into Bitcoin mining.
